Fred Waring Pavement Rehabilitation
Update 12/7/2023
The Fred Waring Pavement Rehabilitation project has successfully concluded, finishing 12 days ahead of schedule. The rehabilitation, addressing pavement issues between Monterey and Highway 111, became imperative due to visible signs of rutting and alligator cracking on the street surface, indicative of asphalt concrete failure.
Update 12/1/2023
The contractor has completed the paving of Fred Waring Drive. Utility companies are in the process of adjusting their manholes, vaults, and valve cans to the finished surface. In the upcoming days, the contractor will reinstall the traffic signal loops and stripe the roadway lane lines.
Update 11/3/2023
The contractor base paved the outside lanes yesterday. This morning, they flipped traffic onto the outside lanes, and they began the pulverization of the inside lanes. This will temporarily close access for left turns across the middle of the street, but access will be restored as soon as possible. This work will continue with grinding, grading, and compaction until they have the subgrade prepared for paving. The paving of the inside lanes is scheduled for Nov. 5 to Nov. 16. Immediately following the base paving of the inside lanes, the contractor will begin cap paving. Cap paving is scheduled to be done over three days from Nov. 17 to Nov. 21. Update 10/27/2023
The street rehabilitation of Fred Waring Drive continues. The contractor is pulverizing the asphalt concrete and blending it with the base material under the street surface. Once the mixture is properly graded and compacted, the contractor will pave a base layer of new asphalt concrete on top of it. The base paving of the outside lanes is scheduled for the first week of November. Traffic will then be diverted to the new paving, and the contractor will complete the same process on the inside lanes.
Update 10/17/2023
The project's contractor is on course to complete sidewalk and curb upgrades this week. Starting on Monday, 10/23/2023, efforts will shift to pulverizing and repaving the roadway, reducing the road to one lane. Businesses along Fred Waring will remain open throughout this process. We encourage your continued patronage at these businesses, but if you're using this street only for commuting, we recommend you take an alternative route.
Update 9/21/2023
Initially, the project was scheduled to begin on August 15 and end on November 15. Before construction can begin, however, local utilities must inspect the underlying infrastructure beneath Fred Waring and sign off on the project. Because of the extensive emergency repairs needed across the Coachella Valley after Tropical Storm Hilary, Southern California Edison has had to reallocate its resources, delaying their ability to inspect the vaults along the street. This will push back the start date and will impact our ability to adhere to the original timeline.
The project began on Monday, September 25, and is currently scheduled to end on December 15. We understand that this may have implications for your business, and we sincerely apologize for any inconvenience this may cause. Update 8/29/2023:
A contractor for the City of Palm Desert will be working on Fred Waring starting Thursday, August 31st, and possibly Friday, September 1st. This work will require lane closures of the middle and righthand lanes westbound between Monterey Avenue to Hwy 111.
About The Project:
Pavement rehabilitation on Fred Waring between Monterey and Highway 111 is necessary because the street surface is exhibiting signs of rutting and alligator cracking, which indicates the failure of the asphalt concrete. The street must be replaced, or it will soon develop potholes and other failures. The project will also repair a damaged section of Monterey Avenue south of Fred Waring Drive.
The project will rehabilitate the street section, repair storm drain lines, and bring curb ramps and sidewalks into compliance with ADA requirements.
The street will be pulverized to a depth of 13”, then 6” of the blended material will be removed. The remaining aggregate base will be compacted, and 6” of new asphalt concrete will be paved over the compacted base material. The award of the Fred Waring project will be presented to the City Council on July 13, 2023. The project will begin in August and is expected to take 90 calendar days to complete.
Work will be phased in sections, so the road will remain open but with lane closures reducing the street to one lane in each direction for traffic. The contractor will be required to maintain access to businesses during the construction process. Commuters are encouraged to take other routes during construction, such as Parkview Drive or Highway 111.
Timeline: August 2023 through November 2023

- Early/Mid-August: Construction starts on Fred Waring Drive and Monterey Avenue. Working hours will be between 6:00 a.m. to the early afternoon
- Late December: Construction ends
- Due to Tropical Storm Hilary, the start date has been pushed back to late September and will finish by mid-to-late December.
